The Authority of the Freeport Area of Bataan (AFAB) and High Tech- Global Cement Corporation have formalized the declaration of a new Freeport Area of Bataan (FAB) expansion area in the Municipality of Samal.

The ceremonial signing of Freeport Expansion Area (FEA) agreement was held last March 31, 2025 at the AFAB Boardroom; the agreement covers over 275,000 sq meters of land in Barangay Lalawigan and Tabing ilog, which now form part of the newly declared Samal Economic Zone.

AFAB Administrator and CEO Hussein Pangandaman and High Tech-Global Cement Corp. President and CEO Ferdinand B. Mercado signed the agreement in the presence of Samal Mayor Alex Acuzar and members of the Sangguniang Bayan.

The Declaration of the Samal Eco Zone supports AFAB’s broader expansion strategy and paves the way for future industrial and economic development in the area, wherein High Tech-Global Cement Corp. commits to developing the area in accordance with AFAB’s regulatory framework.

The development of the Samal Eco Zone extends the footprint of inclusive development, bringing with it real opportunities for individual diversification, province wide economic rograms and job generation.
